It has a velcro backing and also belt loops for attachment. Basically I use it to keep my mags from going all over the place when they are in my pack. If I were to strap em to my body I would get several double mag pouches as they would be easier to fit around my waist rather than one long heavy strip of mags that doesn't bend around as well.
