IMO this should not be considered an outright safety device as it does not conform to any safety protocols. I use this in sailing where a large metal bar (boom) can come flying over your head very quickly with much force. I really use it as a deflector if I don't quite get low enough. It would never replace a full helmet. The question really might be whether this is better than nothing at all. If your head falls against a sharp object it will certainly help but since this is only sized to go inside a cap or hat then the protection may not be where you might need it in the lower back part of the head or sides. It essentially sits at top of the ears.
