This does mean that only 2 kids (or adults for that matter) can play at the same time but it does mean that any others can't join in (unless you buy more stuff of course) **Q: Are the tops metal, or plastic?** A: The tops are metal. They also hurt like heck once they get going just in case you wanted to find out the hard way. **Q: Can you sell the rip cord launchers separately?** A: This is a set but you CAN buy the rip cords and launchers at Amazon from other sellers. I have purchased both for my grandson. They are plastic and do wear out. **Q: Is this a complete set or does one need any other parts to start with?** A: It's the complete set. Specially the launchers.
