The 16" was snug but reviews said it would stretch and it does. Perfect fit for my weenie dog. Absolutely no chocking w this harness. He could back out if he wanted to but he doesn't even try. He measures 17" in the chest. I can't remember if I measured right behind the legs like this says to or at his broadest chest point used for clothes. I wanted a color that wasn't available, but the blue is actually really beautiful on him. He's all brown and looked very patriotic July 4th w his red leash and blue harness. If you're unsure on size, buy 2 and send one back.
