A: Yes it has a special primer on it that needs scuffing if you plan on painting it

**Q: How is this mounted to the bumper?**
A: Test fit first incase any adjustments are needed. Once your satisfied you can use automotive grade doublesided 3m tape and a couple of small self taper screws on the ends inside the wheel well.  If you see fit use a few more over the length of the front sections.
