As others have mentioned the bolts that hold the plate in will fall through the holes in the plate so you will need a washer. My NY plate required some minor widening of the plate holes ( on the plate which is light aluminum with a drill bit to get things to line up / slight modification and you could use a small file if you have more patience. ).
