It dries as a thin, durable, layer and has really helped prolong the life of the boots. Second time I used it to glue the soles of my climbing shoes where the sole had started to peel. I glued them, taped over the top, then put them under a big kettlebell overnight. Again, great results. Saved me seventy quid on a resole. And I've even filled a hole on my wetsuit with it! I've repaired a few plastic items around the house, including my fridge's vegetable drawer ( I can confirm it is waterproof). It does take some time to fully set but it's worth the effort. The big downside with this glue is that the tip can become blocked and it will glue itself shut.
