yes you can get vat off through amazon print off the vat form on amazon site and then send it off to amazon by email or post

Q: Can you choose the arms to fold back & up, or fold out & down to the side? or is the down & out to the side a fixed position & not a folding feature?

you can have them fixed or upright by not fitting the secure screws

Q: What size does the toilet need to be to fit this?

The seat fit's a standard toilet and is more secure as you bolt it on to the toilet unlike the seats that you attach at the side with plastic brackets. If you attach the handles it does feel as if the toilet is bigger and wider but depending on your needs you can attach one handle or both or neither. I've bought many cheaper versions that have broken in the past. I would recommend this product.
