I followed the instructions, applying to both surfaces, letting it dry for a few minutes to become tacky, not stringy, and then clamped both pieces together. After leaving it clamped for an hour, and then not wearing the boots for several days, I can confirm the bond is strong and definitely worked. This was on 90s platform boots, where the boot is leather, but platform was a plastic grid with minimal surface area to stick to.
