**Q: why does my cistern overflow**
A: I replaced the washer and had no problem. With the cistern lid off (so you can observe it filling up) have you flushed and checked the water level. It should be to the line marked on the  cistern. Perhaps your float needs adjusting downwards so that it closes the input at the  recommended level.
