**Q: Are hooks included in all?**
A: Hooks are included in the RTF (Ready to Fish) model. You can search for "RTF".

**Q: Can the weighted hook be removed without damaging the plastic too badly?  I want a floating/suspending bait and will modify hook I use.**
A: I've never tried, but I expect it would (if you are using the TPE version).  I'm not a fan of Thermoplastic Elastomer (having had too many good lures turn into melted goo from being stored next to PVC lures) but, it is honestly very, very resilient.  Since it can be stretched so ridiculously far without tearing, I expect it would weather the removal and re-insertion of fishing hooks much better than other soft plastics.

On the other hand, if you are using the Savage Gear PVC crab lures, then the removal of barbed hooks would cause more damage (though it might survive it a couple times, and still be usable).
