This light fills all three of those requirements. This light is really bright and illuminates a pretty wide area. I love that it has a strobe also, which would be a bonus safety precaution if it's foggy out. The countdown for the battery life is a really great feature also, so you'll know if it needs to be charged before you head out. This isn't some cheap thing like you might find at a dollar discount store, so it is a little heavy, but that's to be expected with the two batteries.
