A: No.  The 33RS is a "Rapid Super" chain for reduced vibration.  The 33RSF is a "Rapid Super Full Skip" chain which means it has two tie straps between every two cutting teeth.

A: It doesn't fit the 291 you need a 81 links for that this is 72
