It is a nicely machined aluminum ring you can put on top of a 58mm portafilter to guide your freshly-ground coffee neatly into the portafilter. I guess it is useful if you do not grind coffee directly into your portafilter but why don't you? I bought this dosing ring when my espresso machine was new and I did not understand I did not need it.
