It's absolutely perfect for your 11-year-old **Q: Does this come with the 'Chroma Sticks'? If so, what do they do?** A: No they do not. You have to purchse coloed pencils separately. **Q: would a 13 -14 year old like this?** A: This particular version may be a tad bit elementary for the average 13-14 year old. The sketches are pretty easy.
