How much latency does this device add to the video signal? Would it be appropriate to use for live capture?

Very little latency. I have not personally used it serious live capture, but have tested. I didn't notice any latency. Streaming magazine suggested a couple of these Black Magic Design UltraStudio combined with a newer, three Thunderbolt buss MacBookPros and Telestreams Wirecast as a portable live streaming system in their April edition.

Can i use this with a canon t6s and wirecast play to stream to youtube live?

Yes, you should be able to use this with any camera that has the corresponding ports. I use it on a canon vixia hf200 to stream bible study live via Wirecast and YouTube. Works like a charm.

does it works with mac osx sierra?

This used to work very easily before High Sierra, now it isn't being recognized. Be warned about that.

Would this work with a mini displayport?

The mini displayport and thunderbolt are the same connector.
