Does mocha shade warm daylight bulbs to soft white instead of the cool tone of blue shades (which i already have)?

It's more yellowish than white, but seems to filter the blue completely, which is why I bought them.

Can I put directly over light bulbs or within close proximity without it being hazardous?

I dont know what it has for fire retardant, if anything, but mine are hanging on the metal suspended ceiling frame around florescent lights and have no issue, but there's a lenses between the bulb and the fabric.
