I'm a size 10 and they expand quite a bit but still fit well. They are pretty elastic so don't feel like they're cutting off circulation. For size 13 you might want to just buy one set and see how they fit you. You can always gift them to someone else.

They are not so loose that they will fall off, but they are definitely non-binding.
