Does this come with the pictured 18 set lever bit set?

No, it come with 2.. slotted and Phillips bits.

Is this thin enough to fit inside of some Molle webbing?

It would be very tight and would be like someone with a size 34 waist trying to fit into a size 30 pair of pants.

Would slip and snip scissors fit in there or is it too short/skinny? Would be cool to have tiny screwdriver and scissors on me at work

I believe there isn't enough room

Dose it come with bits?

Yes! Each BitVault includes one Philips and one Flathead bit.
