Can I use on wood drawers ?

I would think it would be fine, but definitely add extra glue to all of the edges. I have had it on my walls for about 10 months, with the only issue being the very edges not laying flat. I should have followed my own advice and glued the edges. Otherwise, it is a very durable and awesome product.

could this be used for a chair rail on a plain kitchen wall. is it thick enough?

It is a wall paper border. I will not give the depth you would have by using wood. If could work however to accent the wall. I used mine at the top of the wall to place a border between there and the ceiling.
