Q: How does it clamp on? There seems to be two holes with notches on front side?

There are slats that insert into the air conditioner return. Two flexible tabs must be CAREFULLY pressed to lick the grill in. Breaking these locking tabs is a common and frequent issue.

Q: My vent cover measures 14x8 inches this is 15x8 will this fit?

I just measured mine. It's 14' x 7-3/4". You need to measure the opening, not your old or existing cover. This item fits inside the opening so it has to be pretty close to the exact size of the opening. BTW, if you can find a substitute from another manufacturer or another way entirely to cover your vent, it would behoove you to do it. This product is a piece of crap. The plastic is super brittle and my "new" one has already broken in 2 places (not the clips but in the grill itself) despite only having been removed twice to clean the filter material behind it. I'm quite sure the clips will be the next to go.
