Q: Does it come with a scent or is it just the dispenser

Just the dispenser. I purchased for home use because of all the extra scent cartridges I had from work. Caution it was to strong for home use.

Q: How is the best way to open the unit?

Your dispenser should have included a key which is inserted into the bottom rear double opening. The unit is hinged on top. After you pop it open with the key, flip the front upwards and insert your refill.

Q: I put the T Cell in, the battery, the light flashes once, the fan turns for a second. But then nothing else ever seems to happen?
