Just a measuring cup. It's very small.

Is this one cup level at top, or does that fall below the rim?

The one cup point in this measuring cup is indicated at the rim of the cup. Even though it doesn't say one cup, it is still supposed to measure one cup. The tricky thing is, it measures one standard cup or 180 ml and is designed for pressure, slow, or rice cookers. It is not the correct one cup amount if you were making rice on the stove top. I learned that the hard way!
