will this work on a 5 gallon paint bucket?

The radius of the 5 gallon Barrel is smaller as u know, but there is enough length on the brass to double up on the bushing or even a little silicone caulking might make the seal for you.

can this be used on a water bucket for a horse

i used on a raid barrel ... not sure any different from a bucket ... not sure what a horse has to do with it ?

No lead involved. It's just machined brass and a rubber washer. The washer might be plastic. I found this part to be superbly well made and easy to install. Just drill a hole, insert the part, and tighten with a wrench.
