Will this 2L bag work with a mounted bike lock on the handlebars also?

Yes,you can use it on the mounted bike. it is fixed to the handlebar by adjusting the strap. If it is do not fit you , it is support no reason return and refund.

will this hold a 24oz sport cap water bottle?

No. A 16 oz bottle of water will fit, but I highly doubt a 24 oz water bottle would even come close.

Can it's fit in ninebot es4?

It fit nicely on my ES4 (Commercial version, ie. Doesn't fold down). I had to lower it a bit more than I thought I would. The straps were long enough. I placed the lower vertical strap just above the supplemental battery pack. And then strapped everything else based on that. I also have some extra velcro straps on hand from $ tree. But didn't need any extensions. I placed the charger and cord inside the L3 and have plenty of room left over.
