These come with foam inserts that you can place onto the earpiece. There are also two different sizes of silicon ear adapters as well. Either way I am sure you will find a pair of inserts that work well for you.

do they stop sound from snoring

They are not designed to block out sound completely, so they would only lesson the impact of someone snoring. Once molded to your ears they become hard and would not be the most comfortable to sleep in.

how water proof are these?

The moldable portion of the plugs is made of a hard kind of plastic which is waterproof and the foam inserts don't seem to be any different from those used by swimmers. So, I don't see any water getting in provided you mold them properly to your ears. The only way I see water getting in is if you use the model of plugs that have the removable inserts without the inserts (duh). This will, of course, give a way for water to get in.
