Does the cold water flow fast when dispensing ? I hate standing around waiting forever till the pitcher fills on these slow dispensing coolers

It fills slowly. It's just as slow as the water dispenser at work. I'd say it is the kind that "takes forever"

Can you put liqour in it and have 5 gallons of cold shots?

Sure you can. It is great at a party. And you can get it out of the hot side too. Looks cool with gold fish inside the water bottle. Just add an air pump and a hole in the top to feed the fish. You just drain the dirty water out the cup filler. Don't drink it thou.

does it have a stainless steel tank?

I had my husband take the back off the back to look and yes it does have stainless tank. the manual has nothing about stainless
