Q: Is there a step down or am I seeing 2 sheets in the picture?

There are 2 sheets per package.

Q: Is this 2 sheets? or 2,... 3-sheet packs? from what i know they come packaged in packs of 3 sheets

If you read the item description it says Evergreen Scale Models White Sheet .040 x 6 x 12 (2), EVG9040 notice the (2) at the end

Q: Can this be cut with scissors at this thickness? Can it be scored and folded or will it snap?

Cutting with scissors is technically possible, but would require a fair bit of force and is likely to warp the plastic and leave a rough edge. It will also likely crack if a sharp bend is made unless heat is applied. If you want something that is easy to cut cleanly with scissors, you'll want something in the 0.005" (0.13mm) - 0.010" (0.25mm) range, probably maximum of 0.020" (0.5mm).
