Can i use it to hang my 30pounds bike vertically?

By the wording of your question, I am assuming you would like to use the Suction Cup Lifter to store your bike on a vertical smooth surface. The problem is the the suction cups leak over a period of time and break free within 30 - 60 minutes. This is OK for their intended applications, but not for long term storage of a bike. Re-ask the question if I have not interpreted it correctly.

150 lbs capacity, is it per cup? Or per double cup handle? Or per pair of handles (4 cups)?

This depends on the context in which the 150 lbs was written. These are heavy duty handles, good suction, but if 150lb is the highest or only weight shown in the item description and doesn’t say, “per handle,” or, “each cup”, for example, your safe bet is to assume that 150lb is the maximum weight it would lift. Mine were purchased in order to move some 12’x8’ and similar wall mirrors. I’m certain that they will hold much higher weights. You will get a better answer from the seller.

No, you don't have to wet them. They work great, very sturdy and excellent handles for a good grip.
