Q: Is this for outdoors?

Since the weather station is mounted on wood, I wouldn’t recommend it!

Q: Will it function above 5,000 feet in altitude?

the barometer and altimeter both use air density for its measurement. so it will work wherever you are, but you have to understand that the scale will be significantly shifted over because of it. you could probably get this, and write your own measurements on the dial, and then you'll know what the dial is when its calibrated to your altitude.

Q: can the dials be adjusted so it hangs on the wall horizontally instead of vertical?

No, only a fixture to hand vertically
