Q: Is the bottom rigid so it won't sag if rack isn't as wide?

The bottom isn't rigid. It's as wide as my rack so I haven't had a problem.

Q: Will it fit 2014 harley ultra limited

Yes! This bag will fit on the rack on your tour pack, or if you like, it will also fit nicely on the passenger seat. I use mine on my 04 Ultra just strapped to the rear seat (passenger pillion) held in place with 2 dedicated straps passed through the backrest slot in the seat. In that configuration, it provides a nice backrest and holds water bottles...etc. in easy reach. It's a nice bag that holds its shape well, but you may want to use waterproofing spray on it for the eventual rain. It will also hold a helmet!
