Is the harness adjustable? Want to use this for a 9.5 inch wide fake Dalmatian

Not the one I bought. It was actually a waste of money. It was deformed Bent and never looked like it was supposed to.

I want to use this on a stuffed animal on a skateboard, to walk him in front of me. Will I be able to put this on him?

I bought this for my 5 year old niece 2 years ago, because she had an imaginary pet dog. I didn't really look at it before I gave it to her, but from what I can remember, I'm pretty sure the harness is adjustable, so you should be able to unhook it and put it on your stuffed animal.
