Q: Can it be used on a Cricut Explore Air2

I'm not sure I just print out on a laser printer then lay the foil on top of the black print and run it through my laminator. I can say the outcome is Beautiful!

Q: how do I transfer foil to paper?

I'm not sure you can transfer foil to paper. I transfer foil to shirts.

Q: Is this product compatible with the minc?

I personally don't own a Minc I use a regular laminator, but I do have friends that use Deco foil products with the Minc machine and they work great!
