Q: How long is the warranty on IPR

Don't know if it has one. A Ford IPR should be good for ten years or three hundred thousand miles probably. The one on my second truck is fine at 382,000 miles and 19 years old

Q: Does this come with a new pigtail?

No it does not. Pigtails are available separately. However, if you've replaced your UVCH, the pigtail for an injector is the same style and does fit, so you could always use one of those in a pinch. This is what I've done as I believe the wiring from the OEM Motorcraft UVCH harness is designed for a more extreme environment inside the valve cover.
