Yes you can but it will not be totally crushed, there will be some small pieces in the juice.

Can this be used to grind spices like chillies, cinnamon into fine powders?

Not an answer but query. Isn't the original jar too big for grinding spices? I have a similar concern, cannot find a smaller jar
