Q: Is this water waterproof

As the ad states it is used for bathing and is washable, so it can get wet and is going to stay wet until hung up to dry. Water does not run off of it if that is the questions you are asking.

Q: Would this work for a patient who is 6'4" with no head control?

I would hesitate to use for patient with no head control. There is no support for the head and the mesh only comes to the neck. Instructions suggest holding your head in a certain position for the lift. Doubt if your patient could do that.
