Hi, thanks for your question, Th part number is MB4 but they are sold just one piece at a time.

Q: If i have a 13' fiberglass runabout (1960 Cutter) could I board the boat and work inside without tipping over?

If boat is properly supported and blocked underneath, you should be able to go inside. However, I would suggest you keep the boat waist high and do more work reaching over the gunnels since its a smaller boat. There is a lot of YouTube videos that can provide you "tons" of information to help you on your project from fiberglass to painting.

Q: new to this how do you tilt the heads

The top pivots on it's own. It will become stationary once it is up against the hull of your boat.

Q: are these boat stands galvanized?

No! The pads are on threaded steel shafts. The welded frames are enameled. These stands are the best you can get. Keep them lubed and they’ll last forever!
