With pre made royal icing can you just add food coloring to make color ?

I don't know about regular food coloring but they sell gel coloring just for this product which isn't expensive and would probably not work best

What would I have students use to make a line on a gingerbread house?

A very small tipped icing tip that would go on a pastry bag (you can get clear ones that you can throw away)

Can I use this to ice cookies?

Yes, you can. You could also use it to make decorations on the cookies.
