Can this be used like other pan pastels to make painterly drawings on paper?

Can this be used on fabric? Specifically mohair. I am looking to shade mohair teddy bears (around eyes, nose, etc.) - Thank you.

Do these pastels need to be sprayed with a sealer if the model is going to be handles? If so, what kind of sealer or fixative should be used?
