Is there actually special effect kits?

So far this is the only kit. It does include special effects such as glow in the dark, metallic, there are 3 special effects putties and 3 color concentrated putties- you can actually make quite a lot different combinations.

If ypu leave this putty out will it dry up or is this not air dry?

No it will not dry out ever. Bur you do need to keep it in a container st all times. My son left it on the bed after playing with it and lest just say we had to throw away putty and sheets .

Are the tins 2 inches?

Actually they look more like the 1 Inch tins it is a great product my daughter loves them and had so much fun making them!

Would a 5 year old like this?

Yes, but with supervision. There are small packages to open and it would be difficult for a 5 year old to manipulate alone.
