Have been into showing, and breeding dogs for 43 years. What you are looking at is a choke collar. A choke collar can be used as a training device. If used improperly it can cause great discomfort to a dog. It should be used only when working. A dog with an unattended slip collar can be in danger. If you want to bathe your dog, especially a toy breed like a Shih Tzu, purchase a grooming table, or get another set of hands to help in the tub.
