Q: My husband's ring was just measured at 9 1/4, should I get a nine or ten?

I believe the 10 would be too sloppy, I would lean to 9 ... they can stretch a little as they "break-in". I wear a 13 and it was true to my size.

Depending on the size of the ring as they are proportionally wider as size gets larger, anywhere from 7.5mm to 8mm

This one doesn't but they sell women's rings, which of course come in smaller sizes.
