No, it will not. However, any serious Field Service Technician like myself has no trouble fitting the necessities. I've found that hand tools smaller than the "460" size Channel Lock brand tongue and groove pliers organize well within.

Does it come with a strap

It does come with shoulder & elec tape strap, it does have some padding but not as beefy as larger bags, my reg MC has no padding at all on strap

Does it have a place for a laptop

No. Absolutely not designed to carry a laptop, Ipad, or smartphone.
