Q: does this fit children's bikes 16" and 18" size?

Yes but its not really needed unless its a girls bike as I was able to mount 12" & 14" to bike rack without one.

It can hold up to 30 lb standard bikes

Q: Can one of sides rotate 90 degrees so it will connect from the seat post (horizonal) to the handbar (vertical)

No. It’s a rigid 180 degree bar.
