In the summer pavement is hot. Sometimes it is not safe to walk a dog in specific areas due to other dogs and distractions. Also sometimes you go in places where dogs are allowed, but your dog is not acclimated and you need to condition him in a controlled area. Also good for skiddish dogs and to use as a seat belt in the car for your dog so he can't run all over. Also maybe due to your pup's short little legs and he would give out and just sit down stay there until you need to pick him up and carried him.
