The dress does not open, but it is stretchy enough to go over the head and arms.

Q: What size for a 8lb cat

I have 11lb cat and got medium. It fits slightly tight so she can't wriggle out of it. I think small should work for 8lb cat.

Q: I have a 14 lbs dog what size do i need?

First, this little dress is adorable. I got a regular small (not extra small) for my 6 lb kitten. A cat's body doesn't have a full chest like a dog, so based on the stretch of the fabric I'd guess a large would be good on a 14 lb dog. My cat is deaf, and the vet says she is similar to an ADHD child. My cat wears clothing all the time to comfort her, and this dress really holds up. I've washed it by hand a few times, and after 4-months it still looks brand new. I'm considering buying another one. You will enjoy the dress.
