Can i use this for a porcelain tub?

I tried it. Works good. I recommend a little sanding with 80 grit sandpaper in the area where there will be water. Use a small roller where possible. I'm at three months with no loss of paint. Two weeks to dry fully without a box fan set to high.

How long does this paint to dry before using the refrigerator?

This Epoxy dries fairly quickly as long as you apply thin layers. I followed the prep directions. I did 3 coats, 1 coat every hour, left to dry overnight.

whats the difference between this and the counter top paint?

This is designed for metallic surfaces and the counter top paint is for laminate surfaces. This one is great, but it is fairly thin so I would prep and sand if you have chipped paint areas.
