Yes all wide mouth jars are the same width

Do you leave the filter on during pressure cooking or install it after?

I left it on. Worked fine. Covered each with foil.

Do syringe filters provide enough gas exchange for grain jars? I read “no,” but am curious about your experience.

There is no "syringe filter" There are 2 individual injection ports and a separate port where a PVC filter is installed. The PVC filters seem to provide adequate gas exchange.

How do you clean them after usage?

I buy new filters and injection ports.
