Q: My cat is about 30 pounds and pretty wide at the hips would he even fit in this ?

30 lbs!! Wow what a great size cat. My cats weigh each about 8lbs. They come in and out with ease. Cats are pretty flexible and can fit into tight spaces. your cat may be able to enter and exit this box. Have you thought about a box that has no top? I can honestly say the top here does not reduce the smell. A topless box would be the same.

The measurements are exactly accurate.

Q: Is this just a lid and just a container shell, aka a piece box with just a side scoop?

This is a bucket like container with a detachable lid and a scoop that attaches to the side. The lid has ridges that really do get most of the litter off the cats feet before they jump down. The bucket container is one piece so no leaking possible and no litter can be shoved over the side by kitty.

Q: Is this for small cats? I have a 3lb kitten that may be 5lbs fully grown.

This will work for both small and big cats. As a cat owner myself, I do have both a smaller cat and a bigger cat. They both love this litter box!! I hope that this helps!!
