No! There's a giant "Made in France" logo in the photo. Parker is a famous company that's been making pens since before your great grandparents were born. Their quality & renown are so great that there's essentially a cottage industry of knockoffs — there are countless noname brands making refills in this style to fit their pens. Some of them might be made in the US, but they won't be as good as these refills filled with Quink (also famous, very high quality ink, which I typically use in a fountain pen). If you want quality refills for your Parker pens, these would be them.

Will this fit the parker t ball jotter ballpoint pen?

Absolutely. This refill was made for your Parker T-ball Jotter pen. It's the best ballpoint refill I have ever used.

Will these dry out if not used within a certain amount of time? I don't want to buy three if other two dry out before I use them

I have a Parker pen that I bought when I was living in the UK, making it well over 25 years old, and still with the original ink cartridge of this style in it. I hadn't used it for a decade or more when I came across it in the back of a draw today, and it still writes beautifully.
